Weird thing is i think they got the car plate number wrong, its H5N1 not HN51.

They did that format because it is in the format of a standard plate e.g AA06ABC so it would be HN51FLU, it follows the pattern. They probably did this because you can pick up number plates in that format a lot less cheaper than personalised ones.
